I forgot who was the person who gave me this piece of code but with the latest 2.3.0 release, it broke how the comment showed up on my skin.

This was the line: $Comment->permanent_link( $Comment->Item->title, 'Read the full comment', 'title' );

it would produce: Edgar On Link.to.Comment now it shows Neil on PermalinkIcon and Permalink.
