I just started with the framework of the site. You can call it an outline if you want. It's an idea. Now it needs to be finetuned. My English needs to be corrected. And than, the most work of all, it needs to be filled with the correct info.

well that is the way we have to go... That's why we need the user's point of view. me personal, I'm not a dev. but allready too long in the project, to understand the need of the normal user

I'm thinking of an easy to use outline structure to organize all the information. I'm coming at this more from a user point of view rather than from the developer point of view. Please feel free to add/share your thoughts and make any changes, and let's start filling in an outline of things we want to see covered in the wiki.
